Sift flour into a mound on a work surface, make a well in the middle of the mound, pour yogurt mixed with warm water and salt into the well. Mix everything well, then knead the dough, divide it into balls, and set aside to rest.
To make filling pass boneless lamb through a meat grinder, add finely diced onions, chopped herbs, mashed garlic, diced tomatoes or tomato paste, ground black pepper, finely chopped chili peppers, and salt.
Roll each ball of dough into a 3 mm thick circle, top with a thin layer of meat mixture, and bake in hot oven until done. Serve hot.
